Abstract

A highly globally competent teacher can nurture and shape students with noble values, appreciate and be open to cultural diversity, understand multiple perspectives, and be able to communicate and collaborate with individuals from different backgrounds to ensure global sustainability. Discussions on global competency using SCORE analysis are rarely held. Therefore, this concept paper aims to discuss strategy-based assessment in developing teachers' global competency in Malaysia using the SCORE analysis, which includes the elements of Strength, Challenges, Options, Responses, and Effectiveness. The study results show that teachers' global competency development has high potential if effective strategies are properly organized. The benefits extend beyond the country's education sector, positively impacting stakeholders and external parties due to its significant business value. The limitations of this concept paper can be addressed by using other models such as SWOT, NOISE, or SOAR as analysis models. This concept paper implies that it enriches the literature by offering a systematic analytical framework to evaluate and enhance global competency in education, adds a strategic dimension to research on teachers' global competency, helps to understand how teachers can build capacity more structurally and focused, and provides clear guidance for teachers and administrators in identifying strengths, addressing challenges, and implementing effective actions to enhance the effectiveness of education programs in schools. A recommendation for future research is to evaluate how strategic approaches such as SCORE help teachers identify strengths and challenges in global education, explore action options, and assess their effectiveness in enhancing global competency.

[Guru berkompetensi global tinggi ialah guru yang berkeupayaan memupuk dan membentuk pelajar yang mempunyai nilai murni, menghargai dan terbuka kepada kepelbagaian budaya serta memahami kewujudan pelbagai perspektif dan boleh berkomunikasi dan seterusnya bekerjasama dengan individu yang mempunyai latar belakang berbeza dalam memastikan kelestarian global. Perbincangan tentang kompetensi global dengan menggunakan analisis SCORE jarang dibincangkan. Kertas konsep ini bertujuan untuk membincangkan pentaksiran berasaskan strategi dalam pembangunan kompetensi global guru di Malaysia dengan menggunakan analisis SCORE iaitu Strength (Kekuatan), Challenges (Cabaran), Options (Pilihan), Responses (Tindak balas), dan Effectiveness (Keberkesanan). Hasil kajian menunjukkan pembangunan kompetensi global guru mempunyai potensi tinggi untuk dibangunkan jika strategi yang berkesan disusun dengan sebaiknya.  Ia bukan sahaja memberikan keuntungan kepada bidang pendidikan negara, namun juga memberikan kesan baik kepada pemegang taruh serta pihak luar kerana mempunyai nilai perniagaan yang tinggi. Kertas konsep ini boleh diperbaiki dengan menggunakan model lain seperti SWOT, NOISE atau SOAR sebagai model analisis. Implikasi kertas konsep ini ialah ia memperkaya literatur dengan menawarkan kerangka analisis yang sistematik untuk menilai, meningkatkan kompetensi global dalam pendidikan, menambah dimensi strategik dalam kajian kompetensi global guru, membantu memahami bagaimana guru boleh membina kebolehan secara lebih berstruktur dan berfokus serta memberi panduan yang jelas kepada guru dan pentadbir dalam mengenal pasti kekuatan, menangani cabaran, dan melaksanakan tindakan efektif seterusnya memperkuat keberkesanan program pendidikan di sekolah-sekolah. Cadangan kajian lanjutan yang boleh dijalankan ialah menilai bagaimana pendekatan strategik seperti SCORE membantu guru mengenal pasti kekuatan dan cabaran dalam pendidikan global, serta meneroka pilihan tindakan dan menilai keberkesanannya dalam meningkatkan kompetensi global.]
